KKDIK REGISTRATION FOR CHEMICALS PRODUCED DOMESTICALLY AND EXPORTED ABROAD

According to Article 7 of the KKDIK Regulation, there is a registration obligation for substances produced in quantities of 1 ton or more per year. This registration applies not only to substances used in the domestic market but also to substances produced domestically and not exported abroad. In other words, this regulation does not mandate registration solely for substances used in the domestic market, but for all substances produced in quantities of 1 ton or more per year, regardless of how they are used.
The main rationale behind this obligation is the potential negative impacts that the production of chemicals may have on workers and the environment. The production and use of chemicals can present various safety risks. These substances can pose exposure risks, not only in the products they are used in but also during the production phase. Particularly in chemical production processes, there can be health risks for workers who come into direct contact with these substances. These risks include poisoning via inhalation, toxic effects from skin contact, and physical hazards like explosions or fires.
Additionally, these substances can harm the environment. Harmful gases, dust, or vapours released into the atmosphere during production, chemicals mixing with water, or substances leaching into the soil can cause environmental pollution. Therefore, the registration obligation in the KKDİK Regulation aims to protect both the environment and human health. Given the potential dangers of chemicals, it emphasizes the need for control mechanisms to prevent any hazards during the production phase.
