What is the KKDİK Regulation Annex 14: List Of Substances Subject To Authorization?
The KKDIK Regulation (Registration, Evaluation, Authorization, and Restriction of Chemicals), which aims to manage chemicals in Turkey without harming human health and the environment, is largely compatible with the European Union's REACH Regulation. One of the most important tools envisaged under the regulation is the authorization process, which will be included in Annex 14.
What is the Permit Process?
Annex 14 is a list of substances that require authorization from the authorities and aims to control the production and marketing of chemical substances with high hazard potential. Substances included in Annex 14 are typically carcinogenic, mutagenic, or toxic to the reproductive system (CMR), or persistent, bioaccumulative, and toxic (PBT), very persistent, very bioaccumulative (vPvB), or endocrine-disrupting substances. Companies wishing to produce or market a substance listed in this annex must apply for authorization from the competent authority. Only substances for which authorization has been granted may be supplied by suppliers, and only within the scope of the authorized products and during the authorized periods.
KKDİK Regulation Annex 14 Not Yet Published!
Although the framework for the authorization process has been outlined in the legislation, Annex 14 of the KKDIK has not yet been published. Therefore, the actual implementation of authorization applications in Turkey has not yet begun. However, once the list is published in the future, the authorization requirement will come into effect for substances of very high concern, and companies will have to make preparations accordingly.
