TURKISH REACH REGULATION (KKDİK)

The Turkish REACH Regulation, officially called KKDİK (Registration, Evaluation, Authorisation and Restriction of Chemicals), is Turkey’s adaptation of the European Union’s REACH Regulation (EC No. 1907/2006). It was published in the Official Gazette on 23 June 2017 (No. 30105) and entered into force on the same date.

Objectives
The main objectives of KKDİK are:

  • To ensure a high level of protection of human health and the environment.
  • To promote alternative methods for the assessment of hazardous substances.
  • To enhance the competitiveness of the Turkish chemical industry.
  • To align Turkey’s legislation with that of the European Union.


Scope
KKDİK applies to the manufacture, placing on the market, and use of chemical substances either on their own, in mixtures, or in articles. It covers:

  • Registration of substances manufactured or imported at ≥1 tonne per year.
  • Evaluation of submitted dossiers by the Ministry of Environment, Urbanisation and Climate Change (MoEUCC).
  • Authorisation for substances of very high concern (SVHC).
  • Restriction of substances posing unacceptable risks.


Key Requirements

  • Registration Deadline:

I.    Registrations should be completed until 31/12/2026 for substances that meet the following conditions.
a)    Substances manufactured or imported on their own or in mixtures or in articles, in quantities of 1000 tons or more per year,
b)    Substances manufactured or imported on their own or in mixtures or in articles, in quantities of 100 tons or more per year and classified as Aquatic Acute 1 and/or Aquatic Chronic 1 (H400, H410). 
c)    Substances manufactured or imported on their own or in mixtures in quantities, or in articles of 1 ton or more per year and classified as carcinogenic, mutagenic and toxic to the reproductive system, Category 1A and 1B

II.    Until 31/12/2028 for substances manufactured or imported in quantities of 100 tons or more annually, either on their own or in mixtures or in articles.

III.    Until 31/12/2030 for substances manufactured or imported in quantities of 1 ton or more per year, on their own or in mixtures or in articles.
 

  • Only Representative (OR): A natural or legal person established outside Turkey who manufactures a substance on its own, in mixtures or in articles, formulates a mixture or produces an article that is imported into the Turkey may appoint an OR to fulfil registration obligations.
  • Chemical Safety Report (CSR): Needed for substances ≥10 tonnes per year.
  • Safety Data Sheets (SDS): Must be prepared in Turkish and in line with KKDİK Annex II.


Relation to EU REACH
While closely modelled on EU REACH, KKDİK has its own national deadlines and procedural details. Compliance with EU REACH does not automatically mean compliance with KKDİK. Companies operating in Turkey must follow KKDİK separately.

Conclusion

KKDİK represents a significant step in harmonising Turkey’s chemicals management system with the EU. Businesses operating in the Turkish market must carefully evaluate their compliance obligations under KKDİK to avoid regulatory and commercial risks
