What is Turkish REACH Regulation (KKDİK)?

Full name of Turkish REACH Regulation: Regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals. In Turkish, "Kimyasalların Kaydı, Değerlendirilmesi, İzni ve Kısıtlanması" (“KKDİK”).
Purpose of Turkish REACH Regulation: To regulate chemicals to protect human health and environment — much like the EU REACH regulation.
Authority of Turkish REACH Regulation: The Ministry of Environment, Urbanisation and Climate Change (MoEUCC) is responsible for enforcement.

What is the Scope of the Turkish REACH Regulation and Who Does It Apply To?

  • Applies to substances on their own, in mixtures, and substances intended to be released from articles.
  • Companies manufacturing chemicals in Turkey, importing into Turkey, or placing articles containing (or releasing) substances. Foreign companies can comply via an Only Representative based in Turkey.
  • Threshold: 1 tonne/year (manufactured or imported) is the main trigger for registration obligation.


What is Exempt / Exceptions of Turkish REACH Regulation
Some categories are exempt or have lighter obligations:

  • Radioactive substances / mixtures
  • Non‑isolated intermediates
  • Substances in transit / articles in free‑zones for re‑export
  • Certain medical, veterinary, food, or cosmetic products (depending on status)
     

Obligations Under KKDIK (Turkish REACH Regulation)

  • Pre‑registration & Registration – Companies must pre‑register and then fully register substances before deadlines.
  • Chemical Safety Report (CSR) – Required for certain substances/hazard/tonnage bands.
  • Evaluation – MoEUCC evaluates dossiers, tests proposals, checks compliance.
  • Authorisation / SVHC – Requirements for Substances of Very High Concern (SVHC).
  • Restriction – Certain substances may be restricted.
  • Safety Data Sheets (SDS) & Labeling – The SDS must be prepared in Turkish by a Chemical Assessment Expert.
