EXECUTIVE SUMMARY REGARDING MARCH ANNOUNCEMENTS FROM MOEUCC REGARDING KKDİK REGISTRATIONS

Due to the challenges regarding finding Lead Registrant for some substances and obtaining the data access for Joint registrations, Ministry of Environment, Urbanization and Climate Change (MoEUCC) gave a decision to put forward some principles to ease the process with an intermediary phase of Temporary Registration and Temporary Individual Registration.  

New Conditions: 
For a substance to be imported into Turkiye as of 1 October 2026, either a full registration or a temporary registration should be submitted before 30 September 2026 for all tonnage bands. MoEUCC declares that authorities will carry out the necessary inspections and verifications regarding the temporary or full registration numbers of substances manufactured or imported by companies after that date. 

For substances that will be manufactured or imported for the first time after 30 September 2026, companies must first submit an inquiry for temporary or full registration prior to the manufacture or import, obtain the relevant registration number, and continue their trade activities and follow the further requirements of KKDİK in accordance with the Regulation.

Options to achieve a registration or a temporary registration by 30.09.2026 

1)    If your SIEF has a LR identified and a joint registration dossier had been submitted by LR

a)    You can submit a full co-registration by processing the data access & SIEF agreements and get your registration number. By completing your full registration before 30.9.2026 you no longer need to submit a Temporary registration.

b)    You can submit a Temporary Individual registration. Then you need to full fill your full registration requirements (Joint or individual) per the deadline depending on your tonnage band and referred deadline. and that deadline might be extended by 2 more years by the authority if the Data access is not achieved. 

2)    If your SIEF has a LR identified but a joint registration dossier has not been submitted by LR

a)    You can check in April 2026 if the LR submitted a joint temporary registration, you can submit a Temporary co-registration dossier by processing the data access & SIEF agreements (if required) and get your temporary registration number. Then you need to full fill your full registration requirements per the deadline depending on your tonnage band and referred deadline. That deadline might be extended by 2 more years by the authority if the Data access is not achieved. 

b)    You can submit a Temporary Individual registration. Then you need to full fill your full registration requirements (Joint or individual) per the deadline depending on your tonnage band and referred deadline. and that deadline might be extended by 2 more years by the authority if the Data access is not achieved. 

3)    If no Lead Registrant have been yet determined as of 9th March 2026

a)    You can submit a Temporary Individual registration. Then you need to full fill your full registration requirements (Joint or individual) per the deadline depending on your tonnage band and referred deadline. and that deadline might be extended by 2 more years by the authority if the Data access is not achieved. 

Notes: 
You can submit a temporary Individual registration even if you cannot meet all Annex I requirements(ref:Principles and Provisions on KKDİK August 2026.) but these data gaps must be full filled before the applicable deadline applies to your tonnage band. When these gaps have been fulfilled, then you can ask for 2 more year of extension to compile and submit full registration.
